Up-to-Date and Comprehensive Guide for Foreigners
Among the most common issues faced by foreigners working or planning to work in Turkey is the relationship between a work permit and a residence permit. Especially as permit durations approach their end, the cancellation of permits, or changes in status, can lead to serious loss of rights.
In this article, we address, in a simple and clear manner, current practices for the 2025–2026 period, from applications that can be made before the expiry of a work permit, to the work rights of foreigners with student and refugee status.
Can I Apply for a Residence Permit When My Work Permit is About to Expire?
Yes. Foreigners can apply for a suitable residence permit type 60 days before their work permit expires, and in any case, while their work permit is still valid. If this period is missed, the foreigner may fall into a state of residence violation.
Is a Separate Residence Permit Required After Obtaining a Work Permit?
No. A valid work permit or work permit exemption in Turkey serves as a residence permit throughout its validity period. The expiration date of the work permit is also the date when the right of residence ends. However, there is an important exception: Work permits granted to international protection applicants, conditional refugees, and foreigners under temporary protection do not substitute for a residence permit.
If My Work Permit Is Canceled, Does My Right of Residence Also End?
For foreigners residing in Turkey based on a work permit, if the work permit loses its validity, their right of residence also ends. However, if the foreigner has another residence permit independent of the work permit (e.g., family residence), the cancellation of the work permit does not automatically invalidate this residence permit.
Can I Study in Turkey While I Have a Work Permit?
Yes. If a foreigner holding a work permit also meets the conditions for obtaining a student residence permit, they can simultaneously benefit from the rights provided by both the work permit and the student residence permit.
How Many Months of Residence Are Required for a Work Permit Application from Within Turkey?
For domestic work permit applications made from Turkey, the foreigner must have a residence permit valid for at least 6 months. Applications are made via the Ministry of Labor and Social Security’s e-Permit system.
Is it Necessary to Notify the Directorate of Migration Management After Obtaining a Work Permit?
Yes. Foreigners entering Turkey with a work permit must register with the address registration system by applying to the Provincial Directorate of Migration Management within 20 working days from the date of entry into the country.
Can I Obtain a Work Permit If I Am Under Temporary Protection?
Foreigners under temporary protection (e.g., Syrians) can apply for a work permit or work permit exemption 6 months after the issuance of the temporary protection identification document.
Can I Work If I Have Refugee or Subsidiary Protection Status?
Yes. Foreigners with refugee or subsidiary protection status can work as dependent or independent workers, except for prohibited professions. The identity documents issued to these individuals also serve as a work permit.
I Am in Turkey as a Student, Can I Get a Work Permit?
Foreign students enrolled in formal education in Turkey can work, provided they obtain a work permit.
Associate and undergraduate students: After completing the first year, part-time work
Postgraduate students: Right to work without time restrictions
