Sinan Yılmaz, who graduated from Istanbul University Faculty of Law in 1999, completed his master’s degree between 2000 and 2002 with a thesis titled ‘Surrogate Motherhood (‘Surrogate Mother’) in Terms of Global Practices and Our Legislation’, which he prepared at the Forensic Medicine Institute of the same University.
In 2006, within the scope of the European Union full membership screening negotiations, under Chapter 23, Judiciary and Fundamental Rights, he delivered an international presentation on the compliance of Turkish legislation with the EU acquis concerning personal data security.
Between 2008 and 2009, he completed his second Master’s degree program at the University of Essex in England with a thesis titled “EU Personal Data Security System and Turkey’s Status as a Candidate Country”.
Starting from March 2010, he worked as a temporary B-grade rapporteur lawyer at the European Court of Human Rights (ECtHR) Turkey Desk.
He continued his duty at the ECtHR in this capacity until March 2014. During his tenure at the ECtHR, he was first assigned to the ‘filtering’ section, where the admissibility criteria of applications were reviewed, and subsequently to the section where the decisions of cases heard by the chambers were prepared. The cases he worked on involved applications related to individuals held for deportation in violation of the European Convention on Human Rights.
Between 2014 and 2015, he served as a Rapporteur at the Constitutional Court.
Since 2015, he has been working as a consultant in the fields of International Trade Law, Personal Data Protection Law, Human Rights Law, Asylum and Migration Law.
Sinan Yılmaz has a good command of English, French, and Arabic.
